The Consultation Period
°¬˛ćAƬ CBC went out for public consultation on the introduction of a public space protection order for dog controls within the borough between the 19th July 2022 and the 17th August 2022. All comments received as part of the consultation process where considered and included as part of the decision making process.
The public space protection order for dog controls proposed to re-introduce three offences-
- The Fouling of Land by Dogs - this will apply County Borough wide, where it will be an offence to fail to remove dog faeces.
- Dog Exclusion Areas - this will apply to specified areas of land identified by location plans, where it will be an offence to allow a dog to enter an area designated as a dog exclusion area.
- Dogs on Lead Areas- this will apply to specified areas of land identified by location plans, where it will be an offence not to keep a dog on a lead in an area designated as a dogs on leads area.
The Outcome
On the 26th October 2022 °¬˛ćAƬ CBC met and discussed the introduction of a new public space protection order for dog controls and the specific locations affected. The public space protection order for dog controls was approved by °¬˛ćAƬ CBC with a start date of the 1st November 2022. The new public space protection order for dog controls 2022 will replace the existing public space protection order for dog controls that was introduced in 2019.
All of the areas that have been included as either a dog exclusion area or a dog on lead area by the public space protection order for dog controls are identified by the location plans and reference document below.
Specific site changes-
- Llanhilleth Recreation Ground, Llanhilleth- PSPO-DC-004 & 129- The introduction of a dogs on lead area surrounding the sports pitch. The school, playground, sports pitch and bowling green will remain as dog exclusion areas.
- Brynmawr Welfare Ground, Warwick Road, Brynmawr- PSPO-DC-058- The introduction of a dogs on lead area throughout the general walkway areas of the welfare ground. The playgrounds and sports pitches will remain as dog exclusion areas.
- Brynmawr Foundation School, Intermediate Road, Brynmawr- PSPO-DC-061- A small amendment has been made to the dog exclusion area at the site taking into account the Heads of the Valley road improvement scheme.
- Bryn Bach Park, Tredegar- PSPO-DC-106- an additional dog exclusion area at the park has been introduced that relates to the mini golf play area. The other dog exclusion areas and dogs on lead area at the park remain unchanged.
What will Happen Next?
Confirmation notices will be displayed at all of the locations that will be affected by the introduction of the public space protection order for dog controls 2022.
Warning signs will also be placed at all locations affected by the public space protection order.
What is the penalty for failing to comply with a public space protection order- dog controls?
°¬˛ćAƬ CBC will offer a fixed penalty notice of ÂŁ100 for offences contained within the public space protection order-dog controls. Failure to pay the fixed penalty notice will result in the authority taking legal action which may result in a maximum fine of level 3 on the standard scale, which is currently ÂŁ1,000.
